Diagnosing girls' foundational learning poverty across all 23 Local Government Areas.
Getting girls into school has not meant they are learning. The paper measures the gap between participation and foundational literacy and numeracy in every LGA, and recommends local, LGA-level responses over one-size-fits-all programmes.
